Runtime Error の原因は、Microsoft Visual Basic 6.0 のランタイムが入っていないせいだと思います。Microsoft Download Center などからダウンロードし、インストールしてみてください。

それでも解決しない場合は、MSCOMCTL.OCX・COMDLG32.OCX のいずれか、もしくは両方が不足しているので、不足しているファイルを探してインストールしてください。
